Cabinet Secretary for Transport
Fiona Hyslop MSP is Cabinet Secretary for Transport. Elected in the first session of the Scottish Parliament in 1999, she has been returned as the Constituency MSP for Linlithgow since 2011.
Previously appointed as Cabinet Secretary for Education & Lifelong Learning from 2007-2009, and Culture Secretary from 2009-2020, she has also served as Deputy Convenor of the Scottish Parliament’s Economy and Fair Work Committee, and as a member of the Net Zero, Energy and Transport Committee.

Councillor Mark Flynn

Mark Flynn is the leader of Dundee City Council and chair of the Dundee Partnership Forum.
A councillor since 2017, he has led policymaking in high-profile areas such as sustainability, economic development and neighbourhood regeneration.
A passionate advocate of active travel, Cllr Flynn has overseen major initiatives from the expansion of Dundee cycle lane network to the development of a pioneering Green Transport Hub in the city centre.
He is committed to helping people to make travel choices that are good for them, good for the community and good for the wider environment.

Rebecca Morris
Vision Zero Communications Director
Rebecca Morris is a road safety PR and marketing specialist with over 20 years’ experience. A former journalist and qualified marketer, she has worked within local authorities, road safety partnerships and led national communications at RoadPeace, the national charity for road crash victims.
Now an independent campaigner and founder of Vision Zero Communications, Rebecca supports companies and public bodies in achieving safer streets through strategic campaigns and powerful storytelling. Her work focuses on turning real-life experiences into compelling narratives that influence change, inspire action and keep people safe - particularly those most vulnerable on our roads, including people who walk and cycle.

Brian Deegan
Active Travel England Director of Inspections
Brian Deegan is the Director of Inspections at Active Travel England.
Brian is one of the UK’s leading experts in active travel design and helped write the ‘Cycling Level of Service’ and ‘Healthy Street Check for Designers’, as well as co-authoring ‘London Cycling Design Standards’ and the ‘EU Cycling Strategy’.
Brian leads the Active Travel England Inspectorate, ensuring design quality on several billion pounds of government investment in active travel infrastructure.

Glenn Lyons
Mott MacDonald Professor of Future Mobility at the University of West of England
Glenn is the Mott MacDonald Professor of Future Mobility at the University of the West of England. He has also been the 2024-25 President of the Chartered Institution of Highways and Transportation.
Much of his academic career has been focused on understanding and influencing travel behaviour in the context of continuing social and technological change. He now specialises in supporting transport authorities in vision-led strategic planning for an uncertain world.

Laura Young
Conference Chair
Laura Young is an award winning climate activist and environmental scientist.
Currently working on her PhD between the University of Abertay and the University of Dundee as a Hydro Nations Scholar in climate resilience work, Laura brings her expertise in waste, sustainability, and environmental justice issues to conversations in the media, events and conferences.
She was named in The King’s Foundation 35 under 35 network, and was awarded the Scottish Influencer of the Year for 2024/5 for her work advocating for climate and environmental justice.
